How to Evaluate Vendor Proposals: A Scoring Framework

Weighted scoring takes the politics out of vendor selection. Learn how to define criteria, assign weights, and build a defensible evaluation that auditors and stakeholders will trust.

Vendor selection decisions are among the highest-stakes choices a procurement team makes. A poor evaluation process — one driven by gut feel, internal politics, or price alone — consistently leads to underperforming contracts, strained supplier relationships, and expensive course corrections. Structured, weighted scoring does not eliminate judgment; it channels judgment through a transparent, repeatable process.

Why Structured Evaluation Matters

Structured evaluation produces better outcomes for three reasons:

  • Defensibility. When a vendor challenges a procurement decision (and this happens more often than teams expect), a documented scoring process is your best protection. An undocumented gut-feel decision is indefensible.
  • Consistency. When multiple people evaluate proposals using the same criteria and scale, comparisons are meaningful. Without structure, you are comparing a technical evaluator's detailed analysis with an executive's one-paragraph impression.
  • Better decisions. The act of defining criteria before seeing proposals forces clarity about what actually matters — and often surfaces disagreements about priorities that are better resolved before selection than after.
Define criteria before issuing the RFP

Publish your evaluation criteria in the RFP document. Suppliers who know how they will be scored write better proposals, and you eliminate the risk of unconscious bias in criterion definition.

Building a Criteria Hierarchy

The most effective evaluation frameworks use a two-level hierarchy: categories and sub-criteria. Categories (like Technical, Commercial, and Organizational) provide a high-level structure. Sub-criteria within each category define what is actually being scored.

A typical IT services evaluation hierarchy might look like this:

  • Technical Capability (30%) — Solution architecture (15%), Implementation methodology (10%), Security and compliance posture (5%)
  • Commercial (25%) — Total cost of ownership (15%), Pricing transparency (5%), Payment terms (5%)
  • Experience and References (20%) — Relevant case studies (10%), Reference quality (10%)
  • Team and Delivery (15%) — Key personnel CVs (8%), Project management approach (7%)
  • Vendor Stability (10%) — Company financials / tenure (5%), Support model and SLAs (5%)

Start with four to six categories. Each category should have two to four sub-criteria. Beyond this level of granularity, the process becomes unwieldy without producing materially better decisions.

Assigning Weights

Weights should reflect what actually matters for this specific procurement — and weights will vary significantly by procurement type. A software platform selection might weight technical capability at 40%. A staffing augmentation engagement might weight team and personnel at 50%. There is no universal right answer.

A practical technique for getting alignment on weights: ask each stakeholder to independently distribute 100 points across the categories, then compare and discuss. Disagreements about weights usually reflect genuine disagreements about organizational priorities — and those are better surfaced and resolved before the evaluation than after.

Avoid post-hoc weight adjustment

Once you have received proposals and begun scoring, do not adjust criteria weights. Retroactive adjustments to favor a preferred vendor are a common source of procurement integrity failures.

Choosing a Scoring Scale

The most common scoring scales are 1–5 and 1–10. Both work. The 1–10 scale provides more differentiation and tends to produce more nuanced evaluations. The 1–5 scale is simpler and forces evaluators to make clearer distinctions.

Regardless of scale, define what each score means. Do not leave evaluators to interpret "3 out of 5" independently. A clear scoring rubric might look like this for a 1–10 scale:

  • 9–10: Exceptional. Exceeds requirements in a materially valuable way.
  • 7–8: Strong. Meets requirements fully with clear differentiation.
  • 5–6: Adequate. Meets basic requirements with some gaps.
  • 3–4: Weak. Partially meets requirements; significant concerns.
  • 1–2: Poor. Does not meet requirements or response is missing.

Involving Multiple Evaluators

Single-evaluator assessments are efficient but risky. One person's blind spots or biases become the evaluation's blind spots. Multi-evaluator processes produce more reliable outcomes, especially when evaluators bring different expertise (technical, commercial, operational).

Practical guidelines for multi-evaluator processes:

  • Assign evaluators to criteria that match their expertise. Technical evaluators score technical criteria; finance evaluators score commercial criteria.
  • Score independently before comparing. Group discussion before individual scoring creates anchoring bias — whoever speaks first unduly influences others.
  • Use consensus scoring for significant divergences. If two evaluators score a criterion 8 and 3 respectively, they should discuss and reconcile before finalizing.
  • Document the rationale for scores, not just the numbers. A score without narrative context is meaningless to anyone reviewing the evaluation later.

Comparing and Interpreting Results

Once all evaluators have scored all proposals, tabulate the weighted scores. The vendor with the highest weighted total score is the recommended selection — but total score is not the end of the analysis.

Look for these patterns in your results:

  • Mandatory requirement failures. If a vendor scores zero on a mandatory criterion (e.g., does not meet a compliance requirement), they may be automatically disqualified regardless of total score.
  • Category-level outliers. A vendor with a strong overall score but a very weak commercial score may be negotiable — or may represent a risk worth examining.
  • Close scores. When two or three vendors are within 5% of each other, the quantitative evaluation is insufficient. Move to qualitative tie-breaking: reference calls, demo sessions, or best-and-final-offer pricing.

Making the Final Decision

Structured scoring should inform the final decision, not make it automatically. The highest-scoring vendor is your recommended selection, and there should be a high bar for overriding that recommendation. But legitimate reasons to override might include:

  • New information received after scoring (a negative reference call, a financial stability concern).
  • Strategic considerations not captured in the scoring model (e.g., a vendor offers a partnership opportunity beyond this contract).
  • Risk factors surfaced during supplier presentations that were not reflected in proposal responses.

If you override the quantitative recommendation, document your reasoning explicitly. "We selected Vendor B over the highest-scoring Vendor A because..." This documentation protects you in audit scenarios and creates organizational learning for future procurements.

Documenting the Process

The evaluation process is not complete until it is documented. A procurement evaluation record should include:

  • The evaluation criteria and weights as issued in the RFP.
  • The list of evaluators and their assigned criteria.
  • Individual score sheets for each evaluator.
  • The consolidated scoring summary.
  • Any override decisions with documented rationale.
  • The award notification date and the vendor selected.
